How it's cooked (8 steps)
- In a medium bowl, whisk the egg white, 1 tablespoon of the cornstarch, and 1 tablespoon of the soy sauce together. Add the chicken and toss to coat; let it sit at room temperature for 15 minutes so the coating tenderizes the meat.
- Meanwhile, whisk the remaining 2 tablespoons soy sauce, the rice vinegar, brown sugar, sesame oil, and remaining 1 tablespoon cornstarch in a small bowl until smooth; set the sauce aside.
- Heat 2 tablespoons of the vegetable oil in a large skillet or wok over high heat until shimmering. Add the chicken in a single layer and sear undisturbed until deeply golden on the first side, 2-3 minutes, then flip and cook until golden and the internal temperature reaches 165F, 2 more minutes. Transfer to a plate.
- Add the remaining 1 tablespoon oil to the skillet and reduce heat to medium. Add the dried chiles and red pepper flakes and toast, stirring, until the chiles darken slightly and smell fragrant, 30-45 seconds -- watch closely so they don't scorch.
- Add the garlic, ginger, and scallion whites; stir-fry until fragrant, about 30 seconds.
- Raise heat to high, add the bell pepper, and stir-fry until crisp-tender, 2 minutes.
- Return the chicken and any juices to the skillet, pour in the sauce, and add the scallion greens and salt. Toss constantly and simmer until the sauce thickens to a glossy coat, 1-2 minutes.
- Stir in the peanuts, toss once more to combine, taste and add more salt if needed, and serve immediately over rice.
