How it's cooked (9 steps)

  1. Preheat the oven to 325 F. Season the beef shanks all over with 1 tsp of the salt and 1/4 tsp of the pepper, then dredge in the flour, tapping off the excess.
  2. Heat the olive oil in a large Dutch oven over medium-high heat. Sear the shanks in two batches until deeply browned on both sides, 3-4 minutes per side; transfer to a plate.
  3. Reduce the heat to medium; add the onion, carrots, and celery to the pot and cook, stirring occasionally, until softened and lightly golden at the edges, 7-8 minutes.
  4. Add 4 cloves of the garlic and the tomato paste; cook, stirring, until fragrant and the paste darkens a shade, about 1 minute.
  5. Pour in the wine, scraping up the browned bits from the bottom of the pot; simmer until reduced by half, 3-4 minutes.
  6. Return the shanks to the pot in a single layer, marrow side up. Add the broth, bay leaf, thyme, remaining 1/4 tsp salt, and remaining 1/4 tsp pepper; bring to a simmer, cover, and transfer to the oven. Braise until the meat is fork-tender and pulling away from the bone, 2 1/2 to 3 hours.
  7. Transfer the shanks to a platter and tent loosely with foil. Skim the excess fat from the surface of the braising liquid, then set the pot over medium-high heat and simmer, uncovered, until the sauce is glossy and coats the back of a spoon, 8-10 minutes.
  8. Stir together the parsley, lemon zest, and the remaining clove of garlic to make the gremolata.
  9. Return the shanks to the thickened sauce to warm through, 1-2 minutes, then season with salt and pepper to taste. Plate each shank with sauce spooned generously over the top and finish with a spoonful of gremolata.
