How it's cooked (9 steps)

  1. Pat the lamb cubes dry and season all over with the salt and black pepper.
  2. Heat 2 tablespoons of the olive oil in a large Dutch oven over high heat until shimmering. Working in two batches so the pot stays hot, sear the lamb until deeply browned on at least two sides, 3-4 minutes per batch; transfer each batch to a plate as it finishes.
  3. Reduce the heat to medium and add the remaining 1 tablespoon olive oil. Add the onion and cook, stirring occasionally, until softened and light golden at the edges, 6-7 minutes.
  4. Stir in the garlic, harissa paste, tomato paste, cumin, and smoked paprika; cook, stirring constantly, until the paste darkens slightly and smells toasted, about 90 seconds.
  5. Pour in the crushed tomatoes and broth, scraping up any browned bits stuck to the bottom of the pot. Return the lamb and any accumulated juices to the pot and bring to a boil.
  6. Reduce the heat to low, cover, and simmer gently until the lamb is fork-tender but not falling apart, 1 hour 30 minutes, stirring once or twice.
  7. Stir in the chickpeas and carrots. Cover and continue to simmer until the carrots are tender and easily pierced with a knife, 20-25 minutes more.
  8. Uncover and simmer 5-8 minutes longer, until the stew has thickened slightly and coats the back of a spoon. Taste, adding up to 1/2 teaspoon more salt if needed.
  9. Ladle into bowls, scatter with the cilantro, and serve with lemon wedges for squeezing over the top.
