How it's cooked (9 steps)
- Rinse the basmati rice under cold water until the water runs mostly clear, then soak in a bowl of cold water for 30 minutes; drain well and set aside.
- Heat 4 tablespoons of the vegetable oil in a large, deep, oven-safe skillet or Dutch oven over medium heat. Add the onions and cook, stirring occasionally, until deeply golden brown and crisp at the edges, 18-20 minutes. Transfer to a paper-towel-lined plate; this is your fried onion garnish, so don't skip it.
- Add the remaining 2 tablespoons oil to the same pot along with the cauliflower, carrots, and potato. Cook over medium-high heat, stirring occasionally, until the vegetables are lightly charred at the edges, 8-10 minutes.
- Stir in the garlic-ginger, garam masala, turmeric, and cayenne; cook until fragrant, about 1 minute. Add the yogurt, half the fried onions, and 1 teaspoon of the salt; stir to coat, cover, and cook over medium-low heat until the vegetables are just tender when pierced with a knife, 10-12 minutes.
- Stir in the peas and half the cilantro-mint mixture, then remove the pot from the heat.
- Bring 6 cups water to a boil in a separate large pot with the cardamom pods, cinnamon stick, bay leaves, and remaining 1 teaspoon salt. Add the drained rice and boil until the grains are still firm at the center but no longer chalky, 5-6 minutes, then drain immediately in a colander.
- Spread half the parboiled rice evenly over the vegetables in the first pot, then layer on the rest of the rice. Drizzle the saffron milk over the top and scatter with the remaining fried onions and cilantro-mint mixture.
- Cover the pot tightly with a lid (set a sheet of foil underneath if the lid doesn't seal well) and cook over low heat until the rice is fully tender and fragrant steam rises when you lift the lid, 20-25 minutes.
- Remove from heat and let the biryani rest, covered, for 5 minutes. Uncover and fold the layers together gently with a wide spatula, just enough to combine without mashing, then serve.
