How it's cooked (8 steps)

  1. Combine the rinsed rice, coconut milk, water, and 1/2 teaspoon of the salt in a medium saucepan. Bring to a boil over medium-high heat, then cover, reduce heat to low, and simmer until the liquid is absorbed and the rice is tender, 15-18 minutes. Remove from heat and let stand, covered, 5 minutes, then fluff with a fork.
  2. While the rice cooks, pat the salmon dry and season both sides with the remaining 1/2 teaspoon salt and the pepper.
  3. Heat 1 tablespoon of the oil in a large nonstick or well-seasoned skillet over medium-high heat until shimmering. Add the salmon and sear undisturbed until deeply golden and a crust releases easily from the pan, 4-5 minutes. Flip and cook until the fish flakes easily and reaches 125°F for a moist, just-set center (145°F if you prefer no pink), 3-4 minutes more. Transfer to a plate and tent loosely with foil.
  4. Add the remaining 1 tablespoon oil to the same skillet and reduce heat to medium. Add the garlic and chiles and cook, stirring constantly, until fragrant and the garlic just starts to turn golden at the edges, 45-60 seconds.
  5. Stir in the soy sauce, fish sauce, and brown sugar. Simmer, stirring occasionally, until glossy and slightly thickened, about 2 minutes.
  6. Remove the skillet from heat and stir in the lime juice and basil leaves until the basil wilts, about 30 seconds.
  7. Return the salmon and any accumulated juices to the skillet, spoon the glaze over the top, and turn gently to coat, about 1 minute.
  8. Divide the coconut rice among plates, top each with a piece of glazed salmon, spoon any remaining sauce over the top, and scatter with scallions.
