How it's cooked (9 steps)
- Trim any excess fat from the flank steak, then slice across the grain into 1/8-inch-thick strips.
- In a bowl, toss the sliced beef with 1 tablespoon of the fish sauce, 1 tablespoon of the brown sugar, the cornstarch, half the minced garlic, and half the minced lemongrass. Let stand at room temperature 15-20 minutes while you prep the vegetables.
- Meanwhile, whisk the remaining fish sauce, remaining brown sugar, and lime juice together in a small bowl; set this sauce aside.
- Heat 1 tablespoon of the oil in a wok or large heavy skillet over high heat until it shimmers and just starts to smoke, 1-2 minutes. Add half the beef in a single layer and sear undisturbed until deeply browned on the first side, 1-2 minutes, then flip and sear the second side until just cooked through, about 1 minute more. Transfer to a plate. Repeat with another tablespoon of oil and the remaining beef.
- Add the final tablespoon of oil to the pan, then add the onion and bell pepper; stir-fry over high heat until crisp-tender and lightly charred at the edges, 2-3 minutes.
- Add the remaining garlic, remaining lemongrass, ginger, and chiles; stir-fry until fragrant, about 30 seconds.
- Return the beef and any accumulated juices to the pan, pour in the reserved sauce, and toss constantly until the sauce reduces to a glossy glaze that coats everything, 1-2 minutes.
- Remove from heat and stir in half the cilantro and half the green onions.
- Divide the jasmine rice among plates or bowls, top with the stir-fry, and finish with the remaining cilantro, green onions, and chopped peanuts.
