How it's cooked (9 steps)

  1. Season shanks all over with 1 tsp of the salt and 1/4 tsp of the pepper, then dredge in the flour, shaking off excess. Heat 2 tbsp olive oil in a large Dutch oven over high heat. Sear shanks until deeply browned on both sides, 4-5 minutes per side; transfer to a plate.
  2. Reduce heat to medium, add the remaining 1 tbsp olive oil, onion, carrots, and celery to the pot, and sauté until softened and lightly golden, 6-8 minutes.
  3. Add 3 cloves of the minced garlic and the tomato paste; cook, stirring constantly, until the paste darkens and smells toasty, 1-2 minutes.
  4. Pour in the white wine, scraping up the browned bits from the bottom of the pot; simmer until reduced by about half, 3-4 minutes.
  5. Stir in the beef broth, crushed tomatoes, bay leaves, and the remaining 1/2 tsp salt and 1/4 tsp pepper. Return the shanks to the pot, nestling them into the liquid so it comes about two-thirds up the sides.
  6. Bring to a simmer, cover, and transfer to a 325 F oven (or keep covered on the stovetop over low heat). Braise until the meat is fall-off-the-bone tender and pulls apart easily with a fork, 2 1/2 to 3 hours, turning the shanks once halfway through.
  7. Transfer the shanks to a platter and discard the bay leaves. Skim excess fat from the surface of the sauce, then simmer it uncovered over medium-high heat until thickened enough to coat the back of a spoon, 8-10 minutes.
  8. Stir together the lemon zest, parsley, and the remaining 1 clove minced garlic in a small bowl to make the gremolata.
  9. Return the shanks to the sauce and warm through, 2-3 minutes. Spoon the sauce generously over the shanks, sprinkle with the gremolata, and serve.
