How it's cooked (8 steps)
- Pat the beef chuck cubes dry, then season all over with 1 teaspoon of the salt and the black pepper. Toss with the flour until lightly and evenly coated.
- Heat 2 tablespoons of the oil in a large Dutch oven over high heat until shimmering. Working in two batches so you don't crowd the pot, sear the beef until deeply browned on at least two sides, 6-7 minutes per batch, then transfer to a plate.
- Reduce the heat to medium and add the remaining 1 tablespoon oil. Add the onion and carrots and cook, stirring occasionally, until the onion is softened and beginning to turn golden at the edges, 5-6 minutes. Add the garlic and tomato paste and cook, stirring constantly, until the paste darkens slightly and smells toasted, about 1 minute.
- Pour in the red wine, scraping up the browned bits from the bottom of the pot, and simmer until reduced by about half, 3-4 minutes.
- Return the beef and any accumulated juices to the pot. Add the beef broth, bay leaves, and thyme, and stir to combine. Bring to a boil, then reduce the heat to low, cover partially, and simmer gently until the beef is just becoming tender, about 1 hour 15 minutes.
- Stir in the potatoes and the remaining 0.5 teaspoon salt. Cover partially again and continue to simmer until the potatoes and beef are both fork-tender, 35-40 minutes.
- Uncover, discard the bay leaves, and simmer briskly, stirring occasionally, until the stew has thickened enough to coat the back of a spoon, 10-15 minutes.
- Remove the pot from the heat and stir in the butter until melted and glossy. Taste and adjust salt. Ladle into bowls and finish with the chopped parsley.
