How it's cooked (11 steps)
- Bring a large pot of generously salted water to a boil; you'll cook the rigatoni in it while the sauce simmers.
- Heat the olive oil in a large Dutch oven or deep skillet over medium heat. Add the pancetta and cook, stirring occasionally, until the fat has rendered and the edges are crisp, 4-5 minutes.
- Add the onion, carrots, and celery. Cook, stirring occasionally, until softened and just starting to turn golden at the edges, 6-7 minutes.
- Stir in the garlic and cook until fragrant, about 30 seconds.
- Add the ground turkey, breaking it into small pieces with a spoon, and season with the salt and pepper. Cook, stirring, until no longer pink and an instant-read thermometer reads 165°F, 5-6 minutes.
- Push the meat to one side of the pot, add the tomato paste to the cleared spot, and cook it alone until it darkens slightly and smells toasty, 1-2 minutes, then stir it through the meat.
- Pour in the white wine, scraping up any browned bits from the bottom of the pot, and simmer until nearly evaporated, 2-3 minutes.
- Add the milk and simmer, stirring occasionally, until it's mostly absorbed into the meat and any graininess is gone, 4-5 minutes — this is what keeps the lean turkey tender instead of dry and crumbly.
- Stir in the crushed tomatoes, bring to a gentle simmer, and cook uncovered, stirring occasionally, until thickened and deep red-brown, 12-15 minutes. Meanwhile, cook the rigatoni in the boiling water until al dente, 10-12 minutes; reserve 1 cup of the pasta water, then drain.
- Add the drained rigatoni to the sauce along with a splash of the reserved pasta water, and toss over low heat until every piece is coated and glossy, 1-2 minutes.
- Remove from the heat and stir in half the Parmesan until melted through. Plate and top with the remaining Parmesan and the torn basil.
