How it's cooked (10 steps)

  1. In a medium bowl, toss the chicken pieces with 1 tablespoon of the cornstarch and 1 tablespoon of the soy sauce until evenly coated, then let stand at room temperature until the coating sets, 10 minutes — this thin cornstarch coat (velveting) is what keeps the chicken juicy through the high heat ahead.   5. Add the bell pepper and stir-fry until all the vegetables are crisp-tender with a little bite left, 2 minutes more.
  6. Push the vegetables to one side of the skillet, add the garlic and ginger to the cleared space, and cook, stirring, until fragrant, 30 seconds — keep them moving so they don't scorch on the hot metal.
  7. Return the chicken and any juices on the plate to the skillet. Pour in the soy sauce mixture and toss to coat everything, then bring to a simmer, about 1 minute.
  8. Give the cornstarch slurry a quick stir to recombine, pour it into the skillet, and stir constantly until the sauce thickens and clings to the chicken and vegetables in a glossy glaze, 1 minute.
  9. Season with the salt to taste.
  10. Remove the skillet from the heat, scatter the scallions and sesame seeds over the top, and serve immediately over rice.
