How it's cooked (8 steps)

  1. Preheat the oven to 350°F. Melt the butter in a medium saucepan over medium heat, then whisk in the flour and cook, whisking constantly, until it smells nutty and turns pale gold, 1-2 minutes.

  6. Pour the remaining sauce evenly over the rolled tortillas, then scatter the remaining 1 1/2 cups Monterey Jack on top.
  7. Bake until the cheese is melted and bubbling at the edges and the filling reaches 165°F, 20-25 minutes.
  8. Let rest 5 minutes, shower with the cilantro, and serve.
