How it's cooked (11 steps)
- In a bowl, toss the steak with the baking soda and 1 tablespoon soy sauce; let sit at room temperature 15 minutes to tenderize (this is velveting — it keeps the beef from turning tough and chewy).
- Meanwhile, whisk the beef broth, oyster sauce, 2 tablespoons soy sauce, brown sugar, and 1 tablespoon of the cornstarch in a small bowl until smooth; set this sauce aside.

- Add the remaining 1 tablespoon oil to the same skillet over high heat. Add the beef in a single layer and sear undisturbed until browned on the bottom, about 1 minute, then stir-fry until just cooked through, 1-2 minutes more; transfer to the plate with the broccoli.
- Add the garlic and ginger to the skillet and stir-fry until fragrant, about 30 seconds.
- Re-whisk the sauce (the cornstarch settles), pour it into the skillet, and bring to a simmer, stirring constantly, until thickened and glossy, about 1 minute.
- Return the beef and broccoli to the skillet and toss to coat evenly in the sauce, about 1 minute.
- Stir in the sesame oil and season with the remaining salt and pepper to taste. Serve immediately over rice.
