How it's cooked (8 steps)
- Bring a large pot of well-salted water to a boil. Cook the pasta until just shy of al dente, about 1-2 minutes less than the package directs (it will finish cooking in the oven), roughly 8 minutes. Drain and toss with 1 tablespoon of the olive oil to keep it from sticking; set aside.
- Heat the remaining 1 tablespoon olive oil in a large skillet or Dutch oven over medium-high heat. Add the onion and cook, stirring occasionally, until softened and translucent, 4-5 minutes. Add the garlic and cook until fragrant, about 30 seconds.
- Add the ground beef, breaking it apart with a spoon, and cook until no longer pink and beginning to brown at the edges, 6-7 minutes. Drain off any excess fat.
- Stir in the cinnamon, 1 teaspoon of the salt, and the pepper; cook until fragrant, about 30 seconds. Add the crushed tomatoes and red wine, bring to a simmer, and cook, stirring occasionally, until thickened and no longer soupy, 15-18 minutes. Remove from the heat.
- Meanwhile, make the bechamel: melt the butter in a medium saucepan over medium heat. Whisk in the flour and cook, whisking constantly, until pale golden and the raw flour smell is gone, 1-2 minutes.
- Gradually whisk in the warm milk. Bring to a gentle simmer and cook, whisking often, until thickened enough to coat the back of a spoon, 6-8 minutes. Remove from the heat and whisk in the nutmeg and the remaining 1/2 teaspoon salt.
- Whisk 1 cup of the hot bechamel into the beaten eggs to temper them, then whisk the egg mixture back into the saucepan. Stir in 1 cup of the parmesan until melted and smooth.
- Preheat the oven to 375F and butter a 9x13-inch baking dish. Toss the cooked pasta with the meat sauce and spread it evenly in the dish. Pour the bechamel evenly over the top and sprinkle with the remaining 1/4 cup parmesan. Bake until the top is deeply golden and bubbling at the edges, 35-38 minutes. Let rest 15 minutes before slicing so the custard sets.
