How it's cooked (9 steps)
- Preheat the oven to 425 F and line a rimmed baking sheet with foil.
- In a small bowl, whisk 2 tablespoons of the olive oil with the tomato paste, 3 cloves of the minced garlic, smoked paprika, cumin, coriander, cayenne, and red pepper flakes until you have a smooth, deep red harissa paste.
- Pat the salmon fillets dry and set them skin-side down on the baking sheet, spaced apart. Sprinkle the tops with 1/2 teaspoon of the salt.
- Spread the harissa paste evenly over the top and sides of each fillet.
- Roast the salmon until it flakes easily with a fork and the center reaches 130 F on an instant-read thermometer for a moist, medium finish (roast to 145 F if you prefer it fully opaque throughout), 10-12 minutes depending on thickness.
- While the salmon roasts, whisk the yogurt, the remaining 2 cloves garlic, the lemon juice, 1 tablespoon of the mint, the remaining 1 tablespoon olive oil, the remaining 1/2 teaspoon salt, and the black pepper together in a small bowl until smooth; taste and add more salt if needed.
- Pull the salmon from the oven and let it rest on the sheet for 2-3 minutes so the juices settle.
- Spread a spoonful of yogurt sauce across each plate, set a salmon fillet on top, and spoon a little more sauce over the fish.
- Scatter the remaining 1 tablespoon mint over the top and serve with lemon wedges alongside.
