  1. In a 12-inch skillet over medium heat, brown beef with onion, green pepper and half of salt and pepper.
  2. Remove meat mixture from skillet; drain fat.
  3. Reduce heat to low and melt margarine in skillet, spread potatoes over margarine and sprinkle with remaining salt.
  4. Top with beef mixture, combine eggs and milk and pour over all.
  5. Cook, covered, about 30 minutes.
  6. Top with cheese, cover, and bake until cheese melts.
  7. Serves 4 to 6.
